Here you may draft soldiers, it also increases the amounts of troops garrisoned at the city. Troops may be moved freely and instantly from city to city. Here comes the process.
How many troops you can gather is decided on this formula; Charisma+Leadershipx10. So if I was Cao Zhi then it would be 20+79=99x10=990
Troops increased by 990.
